What version of aks-engine?: v0.31.1

AKS-Engine still deploys Docker ee-basic 18.09.0 by default for Windows. 18.09.2 is the current version.

I think these are probably important:

• Windows: DetachVhd attempt in cleanup [18.09 backport] Windows: DetachVhd attempt in cleanup docker-archive/engine#113
• Upgraded Go language to 1.10.6 to resolve CVE-2018-16873, CVE-2018-16874, and CVE-2018-16875.
