In-memory module-info.java format is different from spotless on SDK repo

We may add a post update on module-info.java (if no better solution), to add these few newlines.

I've done a mitigate Azure/azure-sdk-for-java@fabef49

It should work, and it does work in my version bump PR and e.g. Nginx PR. But somehow it does not work for NetApp PR. No clue why...
