Describe the bug
Your current Azure CLI version is 2.18.0. Latest version available is 2.27.1.
The repository 'https://packages.microsoft.com/repos/azure-cli hirsute Release' does not have a Release file.

To Reproduce
az upgrade

Expected behavior
az upgrade should successfully install 2.27

Environment summary
Ubuntu 21.04 with Microsoft PPA added

Additional context
Microsoft loves linux(?)

attempting az commands often returns the error
"ValueError: API version 2020-10-01 does not have operation group 'resource groups/subscriptions etc'"

Azure CLI currently doesn't support Ubuntu 21.04. Detailed explanations and workaround are provided at #18703.
