Python 3.12 removes assertNotEquals, so we are removing the uses by replacing it by assertNotEqual.

Description
Python 3.12 removes
assertNotEquals, so we are removing the uses by replacing it byassertNotEqual.This checklist is used to make sure that common guidelines for a pull request are followed.
