Bump packaging to 25.0 to fix CI error

ERROR: pip's dependency resolver does not currently take into account all the packages that are installed. This behaviour is the source of the following dependency conflicts.
pyproject-api 1.9.1 requires packaging>=25, but you have packaging 23.2 which is incompatible.
tox 4.29.0 requires packaging>=25, but you have packaging 23.2 which is incompatible.

It is not possible to address CI failures only with this PR. There are multiple errors and they need to be addressed individually by other PRs. See #32053 for all related PRs.
