[Identity] Re-enable tests using expired secrets/certs

Several service principal tests using client secrets and certs are failing since the secrets/certs have expired.

Work is in-progress to migrate pipeline tests to a different test tenant, where the new secrets/certs for these will live. Until then, the tests will be skipped.
