Description of your changes
Azure/fleet has CRD installer which also needs to be upgraded to 1.24.9. Upstream kubefleet was already upgraded to 1.24.9 and I would need to add a commit to the backport for CRD installer if I don't merge this first
If I don't merge PR first my backport PR #1218 would need to have an extra commit that bumps CRD installer 65a98a9
