Thanks Jon! This is a nice way to do custom initialization, or re-purpose pieces of already existing models as initialization to a new net. |

As @zergylord notes in #360, sometimes one wants to construct a net from Python without having parameters. This PR makes the second argument to the Python
caffe.Netconstructor optional.Note that parameters are uninitialized, not zero-filled.
