Closing this preliminary PR since the contributing fork was cancelled. Multi-scale Orderless Pooling can be done by defining a network on multi-scale inputs with the right pooling configuration and VLAD without a special layer type. |

The plan is to implement the network architecture proposed in the paper[1] that @bhack found out.
I haven't read the paper thoroughly. But I believe it is worth reproducing as Gong was a co-author of Yangqing and they had similarly strong academic records and industry experiences.
