[Bug] Unpinned extensions get pinned again when Steam restarts

Unpinned extensions should stay unpinned

Actual Behavior

Unpinned extensions get pinned again when Steam restarts

Reproducibility

• Yes, I can reproduce this issue consistently

Troubleshooting tried

• Made sure that the plugin is enabled in the Millennium plugin menu
• Restarted Steam
• Switched to Default skin/theme (only applicable if it's and UI issue)

Steps To Reproduce

1. Install extension
2. Click extensions manager icon
3. Click the unpin icon
4. Restart Steam
