Added localized jurisdiction data support. For now it still defaults to english in the main folder, but i want to look into how we can generate static-site.js for SEO also in the future. Fully French QC Spending Fully English QC Spending Spot check for Edmonton with no french data still works ✅

Adding English and French version of Quebec spend data. I have a simplified version on revenue side vs a line by line version. Note the line by line version needed adjustment line items to sum up to the audited amount.
