Are there any mechanisms adjusting map imagery or base layers?

along the same lines, there should be some way to query the map provider for available map sources

There is an interface to add / remove WMS layers but it does not specify if it is a base map layer, or WMS that should be used as an overlay.

In the past it was decided not to manage base map layers as part of the specification but this capability is something that could be discussed for a future version of CMAPI
