Message members upon annual roles reset

Had an idea for a possible feature:
When we're doing the membership reset each year, have TeX-Bot message all current members just saying like "hey thanks for being a member this past year blah blah blah, they've now reset blah blah blah, if you're a continuing student renew here blah blah blah".
