Create dev-level testing SOP to precede user-level product testing

* test and trace SQL queries generated by the API in response to a set of canned cdapython queries
   - see which postgres indexes are actually being used during search
   - if any are being ignored or inconsistently used, adjust postgres parameters to optimize index leverage and thereby optimize query response time
