This PR implements P2-13 through P3-22 from plans/TODO.md.\n\nSummary:\n- P2-13: Chat modes SSOT notes and anti-duplication\n- P2-14: Frontend Testing section with SSOT links\n- P2-15: ADR prompt save path/versioning + branching rules\n- P2-16: PRD success metrics snippet and prompt reference\n- P2-17: Docs prompt now imports templates from docs SSOT\n- P2-18: Roadmap badges and usage example\n- P2-19: Enriched PR description context + PR template\n- P3-20: Coverage enforcement script + CI workflow (aligns to Quality Policy)\n- P3-21: Markdown lint + Link checker workflows and configs\n- P3-22: Policy linter for SSOT tags/sections + CI job\n\nQuality & Policy:\n- Follows .github/copilot-instructions.md (branch/PR rules).\n- Docs-only or CI-focused changes; no runtime code changes.\n\nPost-merge:\n- Delete branch.\n
