Update AdminOrigin of `local_treasury` and `saft_registry`

## Issue summary

We are using `Root` as `AdminOrigin` for these two pallets now

Should we

- set a Sudo account
- use ApprovedByCommittee
- keep root

No hurry, using `sudo` in the e2e tests now.
