Update `setup.sh` script to match publish dependencies CI

Summary
Publish dependencies CI uses a different process to publish DLLs and we need to match it on local publishing method using setup.sh

Match the process at .github/publish_dependencies.yml on setup.sh

Motivation
Using setup.sh is causing some issues on local end regarding meta files but it's also good practice to match processes

Both publish dependencies and setup.sh must produce similar dlls (dependencies)
