[Feature Request] artifacts 启动项设置为全局

artifacts 改版后是默认启动的，且不能通过全局设置，只能进当前对话的设置里修改是否启动，一旦创建新的对话，仍会默认启动，对于不需要 artifacts 的人使用不是很方便

将 artifacts 是否启动的设置修改为全局设置
