- Add locales configuration to .vitepress/config.ts with Chinese nav, sidebar, and UI labels
- Create docs/zh/ directory with 24 translated markdown pages covering Guide, Reference, and SDK
- Technical terms (daemon, ledger, actor, MCP, etc.) kept in English for consistency
- Build verified: vitepress build passes with zero errors
