Support RowBinaryWithNamesAndTypes format

Could we add RowBinaryWithNamesAndTypes format to ClickHouseFormat enum to make it possible to select in this format with ClickHouseStatement::executeQueryClickhouseRowBinaryStream method

ClickhouseRowBinaryInputStream now has getColumns method to retrieve names and types returned from the server.
