[ Note: I'm not establishing a team for this particular Hackathon, but since this the "Project Ideas" section I thought I'd throw it out. On other projects I'm considering building the air quality sensors they mention for a project in Georgia.]

We are implementing a network of wireless low-power air quality sensors to deploy in the city of Magurele, Romania. This will give citizens and authorities live feedback of our collective behaviour's impact on the air we breathe. Live and historic data will be available through a publicly available web interface.
We are building an end-to-end solution for monitoring air quality in Magurele, Romania, in order to make this information publicly available to anyone with a web browser. A secondary goal is to use this as a learning opportunity for students, involving them in the development and long-term operation of the project.
The solution consists of AeRate boxes, communication infrastructure, database, and web application.
