Description
This pull request will allow admin users to distribute teams based on their experience level based on where they are in the programme. It will try to create teams based on the average level across all participants and will then give the admin an interface to drag-and-drop participants from team to team. It will assign a temporary name to the team which should be able to be changed later on.
