Description
Added logic to the public hackathon view so that if its an external hackathon we can allow external people to register their interest using a google form. The login to enroll button is replaced by a link to a google form. When creating a hackathon if the "Users can register for this event" is unchecked a variable called is_register will be set to false. This way users who are not logged in will be able to register their interest and our students can sign up as normal.
