Remove the deprecated entries from `CommonParams` and `Params`

Since we start clean with the Foundry, it is a good time to remove deprecated entries from types/src/common_params.rs and the relevant JSON representation. Note that those entries are only deprecated rather than being completely removed, due to the fact that the parameters are part of some transactions such as change params Tx. Txes need to be reliably replayable even after some entries are deemed no longer required.

With #11 and soon-to-be-merged PR #95, it's clear that this issue is removed. So I'm closing this issue.
