Convert the python scraping scripts into a single .exe file that database administrators can use

Create a .exe file that kickstarts the three scraping process (including the SAMHSA comparison script) and update the database with the latest scrapes. (Bonus: we can create documentation or a script that helps them to make scheduled scrapes)

Actually, I am not super sure if we should go with a .exe file. We can probably create a scrape button or something on the Django admin page (assuming that the person initiating a script will be a Django admin for the database). The benefit of using a scrape button on the Django page is that we don't have to make multiple http requests and that the user would have already been authenticated from Django admin login. Whoever that takes up this issue can make the decision and share it with the rest of the team
