Transient errors and missing data sections mean no case summary in results

If a case data "section," like "Financial Summary," fails to fetch, we raise an alert and the results panel shows success/green, but there are no details visible. One can jump to the case data page, but we want to show the data that are available right in ZipCase.

Acceptance Criteria:

• attempts to fetch a data section are retried with exponential backoff
• when a case is missing a data section, what data are available are shown in the results summary
