What this PR do ?
This PR updates the existing version of Rubocop and adds a new setup for it.

This PR adds a simple config to
.rubocop.yml, which can be adjusted to match the project’s needs (e.g., turning off any cops we don’t need). It also includes a.rubocop_todo.ymlfile that ignores all current offenses, just to list everything that needs fixing down the line.
