[Bug] Segmented arrow-key focus has inverted controls in RTL

Describe the bug

The arrow keys do not property adjust the focus in RTL environments

Steps to reproduce

1. Toggle RightToLeft in the Toolkit Gallery
2. Select a SegmentedItem
3. Hit an arrow key, and observe that the focus shifts the opposite direction.

Expected behavior

The left arrow should move the focus left and the right arrow should move the arrow right regardless of the flow direction
