Expected behavior

I noticed that some developers wanted the Eyedropper control.

And I've developed an Eyedropper control with similar capabilities.I want to contribute it to the community.

I'm planning to add some new features to it, such as adding TargetElement property to set the work area of eyedropper and adding an Eyedropper button for XAML.

This could and should be part of the ColorPicker control surely?

@skendrot I have a use-case for it. I think any painting/drawing type app would use it.

@mdtauk we could make a request on WinUI for that as well?
