ProgressRing is referenced in ImageEx but not in Style

Describe the bug

We removed ProgressRing from the ImageEx control at some point (don't know history here), but it was only removed from the template and not the backing control code.

We should clean this up and remove the references to ProgressRing in the ImageEx code. We can even remove the whole ArrangeOverride method.
