Adds a conditional namespace for the ShouldConstrainToRootBounds property on
TopNavOverflowButtonin the TabbedCommandBar template.PR Type

What is the current behavior?
Control would likely crash when running on versions of Windows before 18362.
What is the new behavior?
TabbedCommandBar should work as expected on all versions of Windows that the Toolkit supports.
