Parflow runtime and footprint estimation tool #6

Need tool capable of accepting a tcl script, a model accepting configuration parameters extractable from a tcl script and producing a footprint or runtime estimation, and produces the footprint and runtime estimation.
Deliverable:
- A python tool that performs the above.
- An initial estimator from Parflow model and framework #5
Done when:
- Tool is complete
- Documentation is provided.
- Tool accurately (within the bounds of Parflow model and framework #5) estimates runtime and parflow footprint.
