Support for EL10 - progress tracking

Some of the openvox modules Magic Castle uses have yet been updated to support EL10. We will do our best to track here which modules need an update before we can claim Magic Castle works with EL10

• puppet-epel
• puppet-systemd
• puppet-nfs - PR
• puppet-fail2ban
• bump puppetlabs-mysql to at least v16.0.0 to fix issue with collate and charset

There are also some work that needs to be done internally:

• Add compilation of EL10 rpms in Slurm COPR
• ssh_keys group no longer exist in EL10 - rationale - (replaced by group root in branch el10)
• Mokey is not compiled for EL10 in COPR
• prometheus-slurm-exporter has no rpm for EL10
• cvmfs repo rpm is too old and does not work with EL10 (replaced by yumrepo in branch el10)
• spank-cc-tmpfs_mounts (for Slurm 24.05, 24.11, 25.05) needs to be compiled for EL10.
• slurm-job-exporter needs to be released for EL10 - PR
• File[/etc/sssd/sssd.conf] group is now sssd and mode is 0640.
• ssh-keysign is no longer installed by default, it is now provided by its own package openssh-keysign.
