This is the last required UI page I believe
it's hardcoded evals=true for now, planning on working on all the access restriction stuff next
It's not the prettiest since I'm rushing a bit now, but it gets the job done

Non-evals users won't see the "end voting" button and will just see the "exit" button that brings them to the home page
