Switch to Postgres as the database for Kong

Kong has stopped working with Apache Cassandra.
This leaves our README.md inaccurate, as it describes configuring Kong with Cassandra.
Switch to using Kong with Postgres instead.

This is most likely just documentation changes as far as Mediator is concerned. But the changes must be confirmed to be working. (i.e., configure Mediator with Kong, making Postgres the database).
