Additional Array functions for pvmanager

With direction from Gabriele and Eric, I have been adding some functions and operators to pvmanager and epics-util for operating on combinations of arrays and scalars.

Summary of the current set of functions (naming based loosely on numpy conventions):

NOTE: The actual coding changes for this are fairly trivial. This project has mostly been about me getting my feet wet with several things including Java programming, git-hub, SourceForge, and Eclipse.

I shall try to document the requirements, the sytax can be determined based on the numpy conventions etc.

Array:
stat(VNumberArray array): VNumberArray ----> return min,max, mean and standard deviation
max(VNumberArray array): VNumber -----> return the maximum
min(VNumberArray array): VNumber -----> return the Minimum
mean(VNumberArray array): VNumber -----> return the mean
sd(VNumberArray array): VNumber -----> return the standard deviation

Table:
column(VString name, VStringArray stringValues): Column -----> return a column with string values
