Upgrade core-pva to jdk 11

Matlab now supports jdk 11 https://uk.mathworks.com/support/requirements/language-interfaces.html
So core-pva can be updated to jdk 11.

That's good news!
Do you know specifically since what Matlab version this is the case?
Then it's a question of adaption. Who's using code-pva with Matlab, and can they update to the Matlab version required for jdk11 support.
