Poetry

Switch package management to poetry. To install the package simply:

create a virtual environment with
poetry shell

and install with
poetry install

This works with the new code, not (yet) the python-3.6.13 version.

if we can replace the gaussian process regressor with either some other interpolator or an upgraded version, the python 3.6 problem will go away, but we might want to hold off on merging this until this is resolved so that we have a working version of the code.
