docs mention missing build.rb

documentation for 8.2.0 mentions a script build.rb, but the file does not exist in the HEAD of the repo

Hi @piem ,

Thanks for the catch! The documentation section on building will need an update now that the building procedure has been modernized to using CMake.

(Note: This section of the Doxygen documentation is in api_02_platform.h)
