[BUILD] upgrade to `poetry>=1.7.1`

caused by #435 and python-poetry/poetry#8441

waiting for python-poetry/poetry-core#666 being released
should be a version after poetry>=1.7.1. (Which pins poetry-core==1.8.*, but the fix is expected in poetry-core>=1.9.*)
