Adds test coverage for the map page (controls, datasets/layers, features, search, panel dismissals, styles, zoom, and help navigation) through updating the framework and adding a spec file.
These are mainly UI validation tests with a few functional flows. I did look into things like actually drawing polygons and manipulating the data layer opacity slider, but was struggling to get them to work. So perhaps something to be progressed later.
