routes.rb should have a unites style of using single quotes

A few places in routes.rb should have double quotes being fixed to single quotes, so that the whole file (and project) stays with the same coding standard.

I assume we will prefer single quotes based on the style guide (https://github.com/rubocop/ruby-style-guide)
