What does this PR do?
It bumps the Android minSdkVersion to 23.
Motivation
The Android dependency androidx.metrics:metrics-performance causes an issue on version 1.0.0-beta02, and it has been updated to 1.0.0-beta03 in Android v3, increasing the minSdkVersion to 23.
Therefore, we also have to increase the minSdkVersion to 23.
