deps: bump libcurl to 8.8.0

Description

• Fix crash on macOS Sonoma: Crash of programs linked with libcurl on macOS Sonoma 14: unrecognized selector sent to instance curl/curl#11893
• Disable more curl features.
• Debug build do not enable sanitizers anymore.
• Fix usage of BUILD_*_LIBS

Before merging

• Assess binary size impact. No increase of binary size.
