ESLint: Add yarn lint:inspect command

What does this PR do?

Add a new script to package.json:

yarn lint:inspect

This command will analyze our ESLint configuration and generate a report, which will be shown in the browser. For more information, see the announcement blog post:

Motivation

Easier get an overview over our ESLint configuration to better understand it and troubleshoot issues.
