[test optimization] Cache oldest versions of playwright and improve retries

What does this PR do?

• Add cache for the browsers used by playwright's oldest versions (1.18.0 and 1.38.0, depending on the major).
• Fix retries in playwright: if we don't reinitialize the web servers, the retries won't work.

Motivation

• Unblock release v5.81.0 proposal #6964
• Make playwright tests faster
