docs: add supported configuration workflow to CONTRIBUTING.md

Document the metadata-driven configuration workflow.

This is intentionally kept as separate commit next to the major configuration generation PR for easier review.

Kept as draft for now to wait with landing this until the actual configuration changes landed.
