Use the PublicApiGenerator package to generate the public API#829

The results are better and it's less code to maintain. * Includes all assembly attributes * Methods are sorted by name * Enums have a correct syntax (with commas) Also, PublicApiGenerator supports nullable reference types out of the box. So if nullable reference types are enabled in the future, they will automatically be reflected in the public API approval file.
