Increase the allowed Python versions

Hi,

Currently, the Python versions are restricted when installing:
ERROR: Package 'deeplabcut-live' requires a different Python: 3.9.7 not in '<3.8,>=3.5'
Since Python 3.10 was released in October, would it be possible to bump the version limit?

related to #60 and #59

In that PR i set <3.10 but the nice thing about poetry is it lets you be confident about version combinations across different versions of python. would be happy to bump to <3.11 if the rest of the maintainers would be willing to do the swap to poetry
