Update upstream version to support recent GKE COS versions #2
Description
To support more recent GKE versions we will need to update our upstream.
Notably see GoogleCloudPlatform#121 which seems to be necessary for GKE 1.17? (at least it's necessary for GKE with COS M77, which may be shipped as soon as k8s 1.15 (according to https://cloud.google.com/container-optimized-os/docs/release-notes/)
